I can understand the confusion. Thank you for the suggestion, it's something that we will look at for the future.

Would you prefer if we contacted the outstanding payees, or is that something that FOSDEM is required to do?

Another time, I wonder whether pre-populating the 'shipping address'
with the address of the event might help - so people see where it will
be shipped (we had a lot of queries about this being wrong), and it
might be easier to get system to apply the VAT based on that location.
