I'm not part of the FOSDEM group, but I can answer some of your questions:
1) There is no entrance fee, nor participants, nor registration fee.
2) Fosdem is normally 2 days: saturday and sunday.
3) If they haven't changed their mind completely :-)  FOSDEM should take
part the last weekend of February.

The hours i'm not sure, but iirc it's from 9 - 18
