[FOSDEM] FOSDEM 2009 beer event

Yes - there will be a beer event again at FOSDEM 2009.  It will take place at
the Delirium Café in Brussels like last year.  I am currently still working
out particulars with the Delirium management and working on some improvements
to the beer distribution algorithm.  Version 3.1 of the BDA will be a typical
point-release - no major changes are expected.
