[FOSDEM] Last day to book discounted hotels

Our discount hotel rates expire today.  I'm not sure how successful this
experiment was.  If you intend to book a hotel and you'd like to take
advantage of the discounted rates negotiated for us, now would be a good
time to do it.

We'll evaluate this experiment after FOSDEM.  If a sufficient number of
people used the discount forms, we'll do this again next year.
