[FOSDEM] Accepted developer rooms

I would urge folks who didn't get a dev room to consider self-organizing
something less formal on Friday before FOSDEM begins. Many people are
already in Brussels and could be interested in a daytime session organized
in a meeting room at a downtown hotel or a topic-specific dinner before the
big welcome event.
