[FOSDEM] Ruby Devroom Deadline Extended

The Ruby Devroom organization committee has extended the Call for Presentations
deadline until the 12th of December.

The announcement of accepted talks will still be as soon as possible on
December 15th to allow speakers to have arrangements made, but we wanted to
give more speakers an opportunity to submit presentations :)
