[FOSDEM] It's time for a Code of Conduct

Mostly the way society should deal with these things: start a dialogue about why behaviour was unacceptable, and assist the victim in filing charges if they want to. 

Maybe the problem word is "enforce"; but helping out is rarely as difficult as people make it seem. It does require the community's agreement, however, otherwise the volunteer has a whole new set of problems. 

When it comes to sufficiently bad behaviour, as people have pointed out, the police will have to be called. This might happen not just if laws are broken, but also of university regulations are violated. But to get to this point you need people in charge of executing this kind of process, which is where the "staff to enforce stuff" come in. Leaving it up to the victims is not sufficient.
