[FOSDEM] FOSDEM 2019: Infra Management Devroom Call for Papers

I just noticed that due top copy-paste job (ouch!) there's a latest
submission date for cfgmgmtcamp in the CFP for Nov 5th 2017. Obviously that
needs to be December 1st 2018 :)
