Where is the exact location? Maybe a driving plan superimposed to Google Maps? http://www.fosdem.org/2008/practical/transportation There's usually enough space (in my experience anyway) on the parking shown on the map. Parking was always free.
Any special procedure (gate + gatekeeper + registration)? Nope.
