If you're not looking for dead cheap, you can stay in the Scandic Grand Place, be near a) the beer event b) pretty scenery c) some nice restaurants and then get the bus from Wolvengracht in the morning which is literally just round the corner. Takes about 40 mins, walk from the stop to ULB (about 5 mins), profit! Grand Place is not walking distance. But you can get the 93 or 94 tram by walking around the corner. The tram stops at the University.
