[FOSDEM] CFP for Config Management Devroom: Deadline Extended to Dec. 8

I wanted to let everyone know that we have extended the deadline for
the Configuration Management devroom CFP. We're giving people a few
extra days to submit, so we'll be closing the CFP on December 8.
