Brussels.

Pay 15 euro up-front
  = 9.99 for 250MB plue 5.01 euro for calls
    (or top it up and get another 250MB bundle)

Place SIM in phone and enter PIN provided.
Dial 1911 to activate SIM.
Send #151*1# to obtain the 250MB bundle (which lasts 1 month).
Must top up within 12 months to avoid the SIM/phone number expiring.
