[FOSDEM] It's time for a Code of Conduct

Actually, there is more…



We need as well "something" to enforce the CoC, that can handle incidents
and that is simply available in case of problems or questions.



As sometimes-volunteer, I think that this should not be the core
organisation team (too small, too busy, too stressed) and not the "classic"
volunteers since they are just people helping without any knowledge and
power to decide.

Personally, I would be ready to help with this CoC and "on place task
force".
