I'm dealing with the keysigning party this year. I need to get someone who understands "the web" to put the necessary noises on the fosdem.org site, and set up the keyserver infrastructure. These things will happen this week.

I honestly don't know. It will depend mainly on the length of the keylist. The amount of time spent in the cold is also directly proportional to the preparedness and discipline of the participants, which itself is partly a function of the algorithm used. I will have a think about where to optimize. Suggestions (if any) in unicast please, let's keep fosdem@ low-traffic.
