For the second one I have no idea what is your server situation and if some more organization or money are needed. I think that the team comes very tired to the end of FOSDEM and it is natural that it is very difficult also to do this job. In any case, I'm convinced that 2012 presentation archive is very useful for people, like me, who coudn't come, but who would like to have all of the interesting information. No, don't mail them -- if possible, please add them as attachments in Pentabarf. If you don't have a Pentabarf account yourself, please ask your devroom organizer (in your project, presumably ;)) to do so. Is this a real problem? I considered hunting down speakers to collect slides to be part of my responsibilities as a devroom manager, and it really wasn't very much effort. Perhaps after two years I've now absorbed the model of Pentabarf into my brain, but it took less than 15 min to upload the cfg mgmt slides for all my speakers.
This way also an e-mail address slides@fosdem.org could make sense, too.

Have you considered that there might be (valid) reasons for material not being online? Eg there might have been talks where no (conventional) slides were used. Or talks where the creator of the slides used some material which is under "fair use" though can't easily be published on some "external site"? Other speakers might still need some time to review some material before having it added (I know such case regarding audio recordings from the games devroom). Short version: The reason for material not being online is not always that the system for providing the material isn't "good enough"!
