########################################################################### Call For Participation Legal and Policy Issues DevRoom at FOSDEM 2018 CONFERENCE DATE: Saturday & Sunday 3-4 February 2018 in Brussels, Belgium DEVROOM DATE: Sunday 4 February 2018 CFP DEADLINE: Sunday 26 November 2017 at 23:59 AoE (Anywhere on Earth) SPEAKERS NOTIFIED: Sunday 3 December 2017 (on or before) CFP Introduction ================ Copyright law provides many of the basic legal underpinnings of Open Source and Free Software. Patent and trademark law and legal frameworks relating to data privacy and security also have significant effects on Free Software development. Governance and policies around free software projects set the rules for collaboration and can be critical to a project's success. Our community has substantial expertise in this area yet there are few venues to discuss these matters in a forum open to all. Hackers, lawyers, policy experts, and community leaders all possess expertise in these matters. TL;DR ===== Hackers, contributors and lawyers alike are encouraged to submit on any project policy or legal topic. Successful proposals will cover topics of interest at a medium to advanced level. Fill out an application on FOSDEM's Pentabarf. (See below for details.) Topics Sought ============= This DevRoom seeks proposals for 25 minute talks and/or open discussion sessions in an unconference format that address issues of software freedom project policies and legal issues that extend beyond and/or are orthogonal to technical issues faced by projects. Such topics could include, but aren't necessarily limited to: * Who controls the copyright, trademark, or patent licensing, release plans, CLA administration, or security bug reporting policies of your project, and why? What challenges have you faced in these policy areas and how are you seeking to change it? * How is your project governed? Do you have a non-profit organization, or a for-profit company that primarily controls your project, or neither? Do you wish your project governance was different? Who decided your governance initially? What politics (good and bad) have occurred around your governance choices and how have you changed your policy? Does your project have a "shadow governance", whereby technical governance is open and fair, but some entity has its own opaque political structure that influences your project? Are you worried that your project might and you don't know? Are you exploring any new solutions for governance? Do you want to ask questions of a room full of experts about your project's governance? * Legal topics of all sorts and their interaction with software freedom culture and work remain welcome, and could include: How does your project make use of legal advice? What legal advice do you give projects and what topics do you put first on the list to worry about in projects? Discuss in detail a legal and/or policy issue your project faced and how your community dealt with it. What lessons did you learn? Are some of your developers afraid to discuss legal or quasi-legal issues without their lawyers, or their employers' lawyers, present? How has that impeded or helped your project? Are your lawyers really your lawyers (e.g., do corporate lawyers for companies in your community advise the project even though not all contributors work for that company)? * Contribution and engagement policies: how does your project engage new contributors and what policy decisions did your project make to welcome new contributors? What legal issues or policy concerns has your project faced historically in its community engagement efforts, and what did you learn from these experiences? * How does money affect your community? How is funding of developers handled in your project? What policies do you set to welcome volunteers to join a community where most developers are paid? Does your project have policies that forbid funding developers directly? Does reliance on volunteer labor lead to lack of diversity since only the affluent can participate? If you had unconstrained resources at your disposal, what would you change about the funding structure of your project? Given the resources you have, what have you tried to change? Have you succeeded or failed? Would more money in the ecosystem hurt or help your project? * How do projects handle conflicts of interest and make sure that relevant interests of contributors are disclosed in important decision making discussions? * Strategies and plans for addressing harassment, exclusionary and/or discriminatory behavior in FLOSS communities. Do you have a Code of Conduct? Have you needed to enforce it? Was it successful in improving behavior and diversity in your community? * Talks on license compliance, licensing business models, and anything akin to, or building upon, what you've seen in our DevRoom before are of course welcome. (URLs to talks from previous years are below.) Regarding topic relevancy, here's the only "don't": please don't propose introductory talks; there are other venues appropriate for those. FOSDEM is the meeting place of experts in Open Source and Free Software project governance, law, and policy. This DevRoom is for intermediate to advanced topics surrounding just about anything you might call a "legal" or "policy" issue for your project! Should I Submit? ================ However, do consider that what may seem elementary to you may in fact be an intermediate topic in this area. In particular, while we expect to receive submissions from lawyers, we've found in our careers that non-lawyers often know just as much (and often more) about these topics than lawyers. Developers and other Free Software project participants who regularly face complex policy and legal questions are strongly and particularly encouraged to submit proposals. Historically, some of the most lively and intriguing talks in this DevRoom's previous years have been from developers who have been thrust (often due to circumstances beyond their control) into dealing with legal and policy issues for Open Source and Free Software. Look at past talks in our DevRoom for inspiration: https://archive.fosdem.org/2017/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2016/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2015/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2014/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2013/schedule/track/legal_issues/ https://archive.fosdem.org/2012/schedule/track/legal_issues_devroom.html CFP Schedule And Submission Details =================================== Submit proposals NO LATER THAN 26 November 2017 at 23:59 AoE (Anywhere on Earth) Please use the following URL to submit your talk to FOSDEM 2018: https://penta.fosdem.org/submission/FOSDEM18 and follow these rules: * Select as the Track "Legal and Policy Issues devroom". * Include a title. (Note that "Subtitle" entry doesn't appear on all conference documents, so make sure "Title" can stand on its own without "Subtitle" present.) * Include an Abstract of about 500 characters and a full description of any length you wish, but in both fields, please be concise, but clear and descriptive. * Indicate a 25 minute time slot. If you select any other time amount, your submission is very likely to be rejected. Only choose a longer slot if your proposal is exceptionally interesting and is a group discussion rather than a solo talk. * Use the "Links" sub-area to your past work in the field you'd like to share. Particularly helpful are recordings (audio/video) of your past talks on the subject or past papers/blog posts you've written on the subject. * You are encouraged to enter biographic information under the "Person" section (e.g. you may upload an image, enter your background in the "Description" tab, and sites of interest under the "Links" tab). * State that you agree to CC BY-SA-4.0 or CC BY-4.0 licensing of your talk in the "Submission Notes" field. Add a statement such as this: "Should my presentation be scheduled for FOSDEM 2018, I hereby agree to license all recordings, slides and any other materials presented under the Creative Commons Attribution ShareAlike 4.0 International license. * Also in the notes field, confirm your availability to speak on Sunday, 4 February 2018 in Brussels. (You may include time slots of non-availability on Sunday, but this may negatively impact acceptance decisions.) Failure to follow these instructions above (and those on the FOSDEM 2018 site) may result in automatic rejection of your talk submission. However, if you have trouble with submission via the official system, please do contact <fosdem-legal-policy at faif.us> for assistance. Diversity Statement ------------------- The organizers of this DevRoom are committed to increasing the diversity of the free software movement. To that end, our CFP process takes demographic information into account in order to build a program that features as many different voices and perspectives as possible. If you are comfortable doing so, please share any demographic information about yourself in the "Submissions Notes". Such disclosure is not mandatory by any means. No Assurance of Acceptance -------------------------- The organizers (listed below) realize many of our friends and colleagues will respond to this CFP. We welcome submissions from all, but an invitation from any of us to submit is *not* an assurance of acceptance. We typically must make hard decisions. This year, our DevRoom is one day, so unfortunately we expect that most proposals will be rejected. Please, submit your best possible work and put effort into crafting your submission to give yourself the best chance of acceptance. About the DevRoom Organizers ============================ The co-organizers of the FOSDEM 2018 Legal and Policy Issues DevRom are (in alphabetical order by surname): - Richard Fontana, Member of Board of Directors of the Open Source Initiative; Senior Commercial Counsel, Red Hat - Bradley M. Kuhn, Distinguished Technologist of Software Freedom Conservancy and Member of Board of Directors of the Free Software Foundation - Tom Marble, Creative Technologist, Informatique, Inc. - Karen Sandler, Executive Director of the Software Freedom Conservancy, pro bono counsel to the Free Software Foundation and the GNOME Foundation, Visiting Scholar/Faculty team of Center for Research in Open Source Software, University of California Santa Cruz You are welcome to contact us all at <fosdem-legal-policy at faif.us> with questions about this CFP. ###########################################################################

13 Oct '17

Hi gophers, The Go community has been represented at FOSDEM <https://fosdem.org/> every year since 2014, and 2018 will not be an exception! This time the Go devroom got a full (large!) room on Saturday February 3rd and we are now looking for speakers. The format will be 30 minutes talk with some time for Q&A at the end. This is a great opportunity for new speakers, and we will have people helping you craft your talk and slides if so you wish. So if you, or someone you know, are working on something cool that might be good on stage … submit a proposal! Do you want to be one of them? Please submit your proposal using pentabarf here <https://penta.fosdem.org/submission/FOSDEM18>. The deadline for submission is November 30th. If you have an account from previous years you can reuse it. Do you want to help organize the devroom? We need people to help with the cameras, set up, and proposal review. Please send me an email to go-devroom-manager(a)fosdem.org if you'd like to help out with this. Any topics related to Go are welcome, with a preference for open source projects rather than product pitches. The room will follow Go's Code of Conduct <https://golang.org/conduct>. Cheers, Francesc Campoy

Hello everyone, We are happy to let everyone know that the Community DevRoom will be held this year at the FOSDEM Conference. FOSDEM is the premier free and open source software event in Europe, taking place in Brussels from 3-4 February 2018 at the Université libre de Bruxelles. You can learn more about the conference at https://fosdem.org. == tl;dr == * Community DevRoom takes place on Saturday, 3 February 2018 * Submit your papers via the conference abstract submission system, Pentabarf, at https://penta.fosdem.org/submission/FOSDEM18 * Indicate if your session will run for 30 or 45 minutes, including Q&A. If you can do either 30 or 45 minutes, please let us know! * Submission deadline is 27 November 2017 and accepted speakers will be notified by 11 December 2017 * If you need to get in touch with the organizers or program committee of the Community DevRoom, email us at community-devroom(a)lists.fosdem.org == In more detail == We are happy to let everyone know that the Community DevRoom will be held this year at the FOSDEM Conference. FOSDEM is the premier free and open source software event in Europe, taking place in Brussels from 3-4 February at the Université libre de Bruxelles. You can learn more about the conference at https://fosdem.org. The Community DevRoom will take place on Saturday, 3 February 2018. The purpose of the devroom is to provide concrete, useful advice on how to best enable contributors to be successful, so more FOSS software gets written. == Why This DevRoom == Our goals in running this DevRoom are to: * Connect folks interested in nurturing their communities with one another so they can share knowledge during and long after FOSDEM * Educate those who are primarily software developers on community-oriented topics that are vital in the process of software development, e.g. effective collaboration * Provide concrete advice on dealing with squishy human problems == Talk Topics == We are seeking proposals on all aspects of creating and nurturing communities for free software projects. Please submit a proposal on any topic of your choice, but here are some suggestions to help get your creativity engaged: 1) Balancing corporate and community interests How can you create a healthy and active community while still meeting the needs of your employer? Are their best practice strategies for building community around a corporate backed open source project? How can you maintain an open dialog with your users and/or contributors when you have the need to keep company business confidential? Is it even possible to build an authentic community around a company-based open source project? 2) Compensating volunteers Is this important? How is it done well? Should we discourage people from “working for free”? How much value does open source work have in finding employment? Increasing one’s salary? For one’s professional development? For plain old personal gratification? Has the balance of what people get out of participating in free software projects shifted over time as FOSS has become more mainstream? If there has been a shift, is it good, bad, neutral? 3) Career progression for community oriented professionals How do you level up as a community manager? Developer Advocate? What skills do you need to best serve your community and how do you acquire them? How do we explain what we do all day so people value this work? 4) Understand and revitalizing mature communities How do mature communities (re)gather momentum? Is there a time to call a community “done, purpose served”? Is it at the same time as a particular code base around a free software project becomes less popular? What are some of the lessons learned that mature communities can share with newer project communities? Should we really just get off your lawn? 5) Conflict resolution How do we continue working well together when there are conflicts? Is there a difference in how types of conflicts best get resolved, e.g. ”this code is terrible” vs. “we should have a contributor agreement”? We are especially interested in how tos / success stories from projects that have weathered conflict. Again, these are just suggestions. We welcome proposals on any aspect of community building! == Preparing Your Submission & Deadlines == === Length of Presentation === We are looking for talk submissions between 30 and 45 minutes in length, including time for Q&A. In general, we are hoping to accept as many talks as possible so we would really appreciate it if you could make all of your remarks in 30 minutes - our DevRoom is only a single day - but if you need longer just let us know. === Anything Extra You Would Like Us to Know === Beyond giving us your speaker bio and paper abstract, make sure to let us know anything else you’d like to as part of your submission. Some folks like to share their Twitter handles, others like to make sure we can take a look at their GitHub activity history - whatever works for you. We especially welcome videos of you speaking elsewhere, or even just a list of talks you have done previously. First time speakers are, of course, welcome! === Submission Instructions === Submit your talk abstract(s) via FOSDEM’s Pentabarf paper submission system. Pentabarf Submission URL: https://penta.fosdem.org/submission/FOSDEM18 == Key Dates == * CFP opens 10 October 2017 * Proposals due in Pentabarf 27 November 2017 * Speakers notified by 11 December 2017 * DevRoom takes place 3 February 2018 at FOSDEM If you have any questions, please let us know! FOSDEM'18 HPC, Big Data, and Data Science Devroom Call for Participation
by Kenneth Hoste 12 Oct '17

12 Oct '17

FOSDEM'18 HPC, Big Data, and Data Science Devroom Call for Participation Sunday, February 4th, 2018, Brussels, Belgium # Overview We are proud to announce the 3rd edition of the HPC, Big Data and Data Science devroom, co-located with FOSDEM 2018. FOSDEM is an annual conference about free and open source software, attended by over 5000 developers and open-source enthusiasts from all over the world. This devroom is organised by representatives from the HPC and Big Data communities, who are joining forces to bring both communities together. High Performance Computing (HPC) and Big Data are two important approaches to scientific computing. HPC typically deals with smaller, highly structured data sets and huge amounts of computation while Big Data, not surprisingly, deals with gigantic, unstructured data sets and focuses on the I/O bottlenecks. With the Big Data trend unlocking access to an unprecedented amount of data, Data Science has emerged to tackle the problem of creating processes and approaches to extracting knowledge or insights from these data sets. Machine learning and predictive analytics algorithms have joined the family of more traditional HPC algorithms and are pushing the requirements of cluster and data scalability. Free and Open Source communities have been the foundation of the HPC and Big Data communities for some time. In the HPC community, it should be no surprise that 498 of the Top500 supercomputers in the world run Linux. On the Big Data side, the Hadoop ecosystem has had a tremendous amount of Open Source contributions from a wide range of organizations coming together under the Apache Software Foundation. Our goal is to bring the communities together, share expertise, learn how we can benefit from each other’s work and foster further joint research and collaboration. We welcome talks about Free and Open Source solutions to the challenges presented by large scale computing, data management and data analysis. The devroom will take place on Sunday, February 4th, 2018, at ULB (Campus Solbosch), in Brussels, Belgium. Join us to enjoy a full day of talks, demos and interesting discussions on open-source HPC, Big Data and Data Science. Sounds interesting? Submit your talk proposal below and see you in Brussels! # Topics Topics of interest include, but are not limited to: Architecture and design of High Performance Computing (HPC) and Big Data systems Architecture and design of Extract, Transform and Load (ETL) and data acquisition pipelines Data security and governance Tools and technologies related to HPC and computational science, for example: Multithreading (OpenMP, etc.) Distributed computing (MPI, etc.) GPGPU computing (OpenCL, OpenACC, etc.) Parallel filesystems and storage Large-scale performance analysis and debugging Computational paradigms for Big Data systems MapReduce engines Streaming engines SQL engines Dataflow engines Emerging hardware trends of large scale clusters Large scale memory pooling High-speed interconnects ARM cluster architecture System administration of HPC and Big Data clusters User support tools Machine learning libraries and tools Scientific software applications, tools and libraries (across all scientific domains) Big Data platforms, extensions to existing systems, libraries, APIs Experience reports on using Big Data systems, for example: Large-scale deployments Development and configuration issues Tuning and performance tips and lessons learned Interesting Big Data use-cases and applications Comparative analysis of existing systems, evaluation results, performance studies Interdisciplinary HPC/Big Data use-cases, for example: Applications using both HPC and Big Data technologies Integration issues Open research problems on the convergence of HPC and Big Data Running MPI jobs on Big Data clusters and vice-versa # Submission We invite presenters to submit talk proposals to present high-quality work with sufficient background material to be clear to the HPC, Big Data, and/or Data Science communities. Talk proposals should be submitted through the FOSDEM Pentabarf server. Submissions must include: Abstract Session type Session length Expected prior knowledge / intended audience Speaker bio Links to code / slides / material for the talk (optional) Links to previous talks by the speaker Our intention is to have a full day of talks of about 20 minutes each, with an additional 5 minutes for questions by attendees. We would also like to note: Talks will be streamed live and will be recorded. By submitting a session, speakers agree to being recorded and having their talk made available. Taking place in the beautiful city of Brussels (Belgium), FOSDEM is widely recognised as the best such conference in Europe. FOSDEM covers a wide spectrum of free and open source software projects, and offers a platform for people to collaborate. To this end, FOSDEM has set up developer rooms (devrooms) with network/internet connectivity and projectors where teams can meet and showcase their projects. Devrooms are a place for teams to discuss, hack and publicly present latest directions, lightning talks, news and discussions. Besides developer rooms, FOSDEM also offers main tracks, lightning talks, certification exams and project stands. Every year, FOSDEM hosts more than 5000 developers at the ULB Solbosch campus. Participation and attendance is totally free, though the organisers gratefully accept donations and sponsorship. No registration necessary. About the devroom Since the first Microkernel devroom in 2012 this devroom has been part of each following FOSDEM. By now it has become a somewhat institutionalized tradition for the microkernel community to meet there; to this date over a dozen projects have participated in one way or another. Each of the projects face similar challenges but come up with partially different solutions. Therefore, the goal of the Microkernel devroom is to bring the various projects together, let them exchange ideas, cross-pollinate and socialize. Social events It also has become a habit that the microkernel projects dine together somewhere in downtown Brussels after the devroom closes. The year 2018 will not be any different, so there is going to be a microkernel family dinner on Saturday night. The exact location and time will be specified later. Consult the FOSDEM web and other projects for additional social events such as the famous FOSDEM-organized Friday Beer Event and the FOSDEM-arranged free sightseeing tours for spouses. Important dates recap * 08.12.2017: Deadline for submissions * 15.12.2017: Schedule published and speakers notified of acceptance * 03.02.2018: The devroom takes places Links [1] http://fosdem.org/ [2] https://fosdem.org/2018/practical/transportation/ [3] https://penta.fosdem.org/submission/FOSDEM18 [4] https://lists.fosdem.org/listinfo/microkernel-devroom See you all at FOSDEM!
