11 Dec '22

Heya all, as we did in the past, this year too we'll open up our hackerspace for FOSS groups wanting to hack on their project together the week before FOSDEM. Are you coming to FOSDEM? Feel like working on a project? Maybe even giving a workshop? Who has been in our space, knows it isn't the most corporate (read: clean) spot, but we have a good internet connection, a stocked fridge and there's space to play around a bit in our hardware corner too. Would you like to hack away one or a few days with your community between January 30th and February 3rd? Get in touch at contact(a)hsbxl.be and we'll reply quickly. Hop in at https://matrix.to/#/#hsbxl:matrix.org if you have questions or would like to meet our friendly community. Grtz, Jurgen

Call for Participation: Legal and Policy Issues DevRoom at FOSDEM 2023
by Karen M. Sandler 21 Nov '22

21 Nov '22

####################################################################### Call For Participation Legal and Policy Issues DevRoom at FOSDEM 2023 CONFERENCE DATE: Saturday & Sunday 4-5 February 2023 in person in Brussels,Belgium DEVROOM DATE: Saturday 4 February 2023 CFP DEADLINE: Monday 12 December 2022 at 23:59 AoE (Anywhere on Earth) SPEAKERS NOTIFIED: Monday 21 December 2023 (on or before) Quick CFP Overview (TL;DR) ========================== Hackers, developers, contributors and lawyers alike are encouraged to submit on any FOSS-related policy or legal topic. We seek proposals for 30 or 50 minute talks that address issues of software freedom project policies and legal issues that extend beyond and/or are orthogonal to technical issues faced by projects. For ideas about talk topics see the background information below. You can respond to this CFP by creating a user account on Pentabarf and creating one (or more) talk proposals by 12 December 2022. See details below. CFP Details =========== Copyright law provides many of the basic legal underpinnings of Free Software. Patent and trademark law and legal frameworks relating to data privacy and security also have significant relevance to Free Software development. Governance and policies around free software projects (beyond mere outbound licensing) set the rules for collaboration and can be critical to a project's success. Also governments, institutions and administrations increasingly rely on Free Software and regulate and govern this area. Our community has substantial expertise in this area yet there are few venues to discuss these matters in a forum open to all. Hackers, developers, contributors, lawyers, policy experts, and community leaders all possess expertise in these matters. This DevRoom seeks proposals for 30 or 50 minute talks. Sessions should address issues of software freedom project policies and legal issues that extend beyond and/or are orthogonal to technical issues faced by projects and government regulations. Such topics could include, but aren't necessarily limited to: * What legislation should we be watching, what has been recently enacted, and what coming soon? What effect could these have on software freedom? * Who controls the copyright, trademark, or patent licensing, release plans, CLA administration, or security bug reporting policies of your project, and why? What challenges have you faced in these policy areas and how are you seeking to change it? * How is your project governed? Do you have a non-profit organization, or a for-profit company that primarily controls your project, or neither? Do you wish your project governance was different? Who decided your governance initially? What politics (good and bad) have occurred around your governance choices and how have you changed your policy? Does it make sense to separate the technical and organizational governance of a project and are there any deep implications of that choice? Does your project have a "shadow governance", whereby technical governance is open and fair, but some entity has its own opaque political structure that influences your project? Are you exploring any new solutions for governance? * How do ethical issues intersect with your project? How do those issues interact with software freedom? How can we protect user's rights in the current legal and technical landscape? Are there ways to mitigate the hold that click through terms of service have over the average person's use of software? Are privacy regulations like GDPR having any appreciable impact on software freedom? * Legal topics of all sorts and their interaction with software freedom culture and work remain welcome, and could include: How does your project make use of legal advice? What legal advice do you give projects and what topics do you put first on the list to worry about in projects? Discuss in detail a legal and/or policy issue your project faced and how your community dealt with it. What lessons did you learn? Are some of your developers afraid to discuss legal or quasi-legal issues without their lawyers, or their employers' lawyers present? How has that impeded or helped your project? Are your lawyers really your lawyers (e.g., do corporate lawyers for companies in your community influence the direction of the project even though not all contributors work for that company)? * Contribution and engagement policies: how does your project engage new contributors and what policy decisions did your project make to welcome new contributors? What legal issues or policy concerns has your project faced historically in its community engagement efforts, and what did you learn from these experiences? * How does money affect your community? How is funding of developers handled in your project? What policies do you set to welcome volunteers to join a community where most developers are paid? Does your project have policies that forbid funding developers directly? Does reliance on volunteer labor lead to lack of diversity since only the affluent can participate? If you had unconstrained resources at your disposal, what would you change about the funding structure of your project? Given the resources you have, what have you tried to change? Have you succeeded or failed? Would more money in the ecosystem hurt or help your project? * How do projects handle conflicts of interest and make sure that relevant interests of contributors are disclosed in important decision making discussions? * Strategies and plans for addressing harassment, exclusionary and/or discriminatory behavior in FLOSS communities. Do you have a Code of Conduct? Have you needed to enforce it? Was it successful in improving behavior and diversity in your community? What strategies do you use to you handle toxic behavior in your community? * Talks on license compliance, licensing business models, and anything akin to, or building upon, what you've seen in our DevRoom before are of course welcome. (URLs to talks from previous years are below.) Regarding topic relevancy, here's the only "don't": please don't propose introductory talks; there are other venues appropriate for those. FOSDEM is the meeting place of experts in Free Software project governance, law, and policy. This DevRoom is for intermediate to advanced topics surrounding just about anything you might call a "legal" or "policy" issue for your project or software freedom! Should I Submit? ================ Do consider that what may seem elementary to you may in fact be an intermediate topic in this area. In particular, while we expect to receive submissions from lawyers, we've found that non-lawyers often know just as much (and often more) about these topics than lawyers. Developers and other Free Software project participants who regularly face complex policy and legal questions are strongly and particularly encouraged to submit proposals. Historically, some of the most lively and intriguing talks in this DevRoom's previous years have been from developers who have been thrust (often due to circumstances beyond their control) into dealing with legal and policy issues for Free Software. Look at past talks in our DevRoom for inspiration: https://archive.fosdem.org/2022/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2021/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2020/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2019/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2018/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2017/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2016/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2015/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2014/schedule/track/legal_and_policy_issues/ https://archive.fosdem.org/2013/schedule/track/legal_issues/ https://archive.fosdem.org/2012/schedule/track/legal_issues_devroom.html CFP Schedule And Submission Details =================================== Submit proposals NO LATER THAN 12 December 2026 at 23:59 AoE (Anywhere on Earth) Please use the following URL to submit your talk to FOSDEM 2023: https://penta.fosdem.org/submission/FOSDEM23 and follow these steps: * Select as the Track "Legal and Policy Issues devroom". * Include a title. (Note that "Subtitle" entry doesn't appear on all conference documents, so make sure "Title" can stand on its own without "Subtitle" present.) Shorter and more concise is better! * Include an Abstract of about 500 characters and a full description of any length you wish, but in both fields, please be concise, but clear and descriptive. * Indicate a 30 or 50 minute time slot. If you select any other time amount, your submission is very likely to be rejected. * Use the "Links" sub-area to your past work in the field you'd like to share. Particularly helpful are recordings (audio/video) of your past talks on the subject or past papers/blog posts you've written on the subject. * You are encouraged to enter biographic information under the "Person" section (e.g. you may upload an image, enter your background in the "Description" tab, and sites of interest under the "Links" tab). * State that you agree to CC BY-SA-4.0 or CC BY-4.0 licensing of your talk in the "Submission Notes" field. Add a statement such as this: "Should my presentation be scheduled for FOSDEM 2023, I hereby agree to license all recordings, slides and any other materials presented under the Creative Commons Attribution ShareAlike 4.0 International license. * Also in the notes field, confirm your availability to speak in person on Saturday, 4 February 2023. (Please indicate any challenges you may have with respect to your availability to present during the European time zone.) Failure to follow these instructions above (and those on the FOSDEM 2023 site) may result in automatic rejection of your talk submission. However, if you have trouble with submission via the official system, please do contact <fosdem-legal-policy at faif.us> for assistance. Diversity Statement ------------------- The organizers of this DevRoom are committed to increasing the diversity of the free software movement. To that end, our CFP process takes demographic information into account in order to build a program that features as many different voices and perspectives as possible. If you are comfortable doing so, please share any demographic information about yourself in the "Submission Notes". Such disclosure is not mandatory by any means. No Assurance of Acceptance -------------------------- The organizers (listed below) realize many of our friends and colleagues will respond to this CFP. We welcome submissions from all, but an invitation from any of us to submit is *not* an assurance of acceptance. We typically must make hard decisions. We appreciate the effort you put into crafting your submission to give yourself the best chance of acceptance. Call for Participation: Sovereign Cloud DevRoom at FOSDEM 2023

# FOSDEM 2023 In Person – Sovereign Cloud DevRoom Call for Participation! The twenty-third edition of FOSDEM takes place Saturday 4th and Sunday 5th February 2023 in Brussels, Belgium. For the first time there will be a DevRoom that focuses on the subject of Sovereign Cloud and its practical aspect for digital sovereignty. ## Key dates tl;dr: - Conference dates 4-5 February, 2023 In person - Sovereign Cloud DevRoom date: Saturday 4th February - Submission deadline: Friday December 9th, 2022 - 23:59 UTC. - Announcement of selected talks: Thursday 15th December - You must be available in person to present your talk ## About the Sovereign Cloud DevRoom ### Overview The Sovereign Cloud DevRoom is for discussing topics and issues of user privacy and sovereignty and the intersection with the needs of infrastructure providers in the cloud computing era. A few topic examples to illustrate (a longer list is below): - Can all operations be open, or may there be a need for a two+ tier openess (country specific laws or company secrets)? - How can privacy relevant data be anonymized instead of being deleted, without losing the useful information? - Open Operations is more than just sharing runbooks, how is knowledge shared and fostered best across organizations? - Navigating our personal data lakes -- we're going to need better tools that are easier to use by more people for managing and curating encrypted data lakes - The role of machine learning in conducting data science on anonymized information - Countering the risks of integrated platforms These are just a few example suggestions, we welcome proposals on any aspects around these topic. More topic ideas and details on how to submit proposals is below. ### Discussing the Sovereign Cloud The recent EU focus on digital sovereignity has brought fresh attention and innovation to a problem area many of us have been interested in and working on for a long time. This DevRoom focuses on a practical aspect of digital sovereignty: how it affects user-oriented and potentially privacy-containing infrastructure in the cloud computing era. This aspect is the _sovereign cloud_, the intersection of digital sovereignty and a modern cloud-centric way to create and sustain infrastructure, operations, and development to address the needs of users (which may be other cloud services or actual, real people.) With the rise of the Confidential Computing Consortium (https://confidentialcomputing.io/) some people feel we are beginning to achieve "sovereign enough" where it comes to the balance of the needs of the individual and the needs of tech companies et al. But there are just as many other voices calling attention to potential problems and unfulfillable needs of staying on that path. Looking at the entire landscape of the problem, it's clear that Confidential Computing also aligns with usage on a sovereign cloud. It is a tool to ensure the least amount of provider trust, and it is still a good idea until we've moved new processor architectures into the mainstream that are less impacted by predictive execution vulnerabilities. So while it is not perfect, making it harder for an attacker is always a good idea where feasible. In looking for other paths to fill more needs, we naturally come to the intersection of Free/Open where interests from different backgrounds pursuing different goals suddenly find themselves working together in a common direction. Two of those groups are part of the organizing committee for this devroom: As a way of addressing the holistic needs and supporting a truly balanced digital sovereignty, organizations such as the overeign Cloud Stack (https://scs.community/) have come together to provide a complete technology solution, standards as well as reference implementations, that can be proven and recognized by everyone as a truly sovereign cloud. In this area where the requirements of a sovereign cloud are being met is another intersection from the ecosytem of Free and Open Source software development. The idea of Open Operations is essential to projects such as Operate First that provide a developer-friendly post-CI/CD platform for running, testing, and proving Open Source services. Longer list of topic ideas - this is not an exclusive list, feel free to submit further ideas: - Can all operations be open, or may there be a need for a two+ tier openess (country specific laws or company secrets)? - How can privacy relevant data be anonymized instead of being deleted, without losing the useful information? - Discussion: How open can software be called, if it relies on closed operations and closed infrastructure? - Do we need to refine the definition of upstream in the idea of Open Operations? - Is hybrid accelerating Open Operations or can it be a slow-downer/ separator? Or the solution to possible privacy issues? - Interoperability, transparency, and independence are the go to goals, what can be accepted on our way until we are there? - Open Operations is more than just sharing runbooks, how is knowledge shared and fostered best across organizations? - Share experiences and stories on creating environments of psychological safety so that failures indeed make us experts - Building communities of practice across organizations - Navigating our personal data lakes -- we're going to need better tools that are easier to use by more people for managing and curating encrypted data lakes - The role of machine learning in conducting data science on anonymized information - Countering the risks of integrated platforms Again, these are just suggestions. We welcome proposals on any aspects around these topic. Format and lengths of submissions: - Long (40 minutes, including Q&A) - Short (20 minutes, including Q&A) - Lightning (5 minutes, no Q&A) Aside from Presentation also Meetings/Discussions are welcome for topics where a BoF-style (Birds of Feather) session is appropriate. HOW TO SUBMIT A TALK - Head to the FOSDEM 2023 Pentabarf <https://penta.fosdem.org/submission/FOSDEM23> website. - If you already have a Pentabarf account, please don’t create a new one. - If you forgot your password, reset it. - Otherwise, follow the instructions to create an account. - Once logged in, select “New Event” and click on “Show All” in the top right corner to display the full form. Your submission must include the following information: - First and last name / Nickname (optional)/ Image - Email address - Mobile phone number (this is a very hard requirement as there will be no other reliable form of emergency communication on the day) - Title and subtitle of your talk (please be descriptive, as titles will be listed with ~500 from other projects) - Track: Select “Sovereign Cloud DevRoom” as the track - Event type: - Lightning Talk OR - Meeting or Discussion OR - Presentation - Persons: Add yourself as the speaker with your bio - Description: Abstract (required)/ Full Description (optional) - Links to related websites / blogs etc. - Beyond giving us the above, let us know if there’s anything else you’d like to share as part of your submission – Twitter handle, GitHub activity history – whatever works for you. We especially welcome videos of you speaking elsewhere, or even just a list of talks you have done previously. First time speakers are, of course, welcome! - For issues with Pentabarf, please contact cloud-devroom-manager(a)fosdem.org. Feel free to send a notification of your submission to that email. Open Research Tools and Technologies devroom Call for participation open. 👉 Saturday 4 February 2023, Université Libre de Bruxelles. We invitedevelopers and users of open tools and technologiesused in a research and investigation context to contribute to the 2023 edition of[FOSDEM](https://fosdem.org/), the largest open-source conference in Europe. We understand research as the general process of knowledge production and inquiry. This includesscientific research, investigative journalism, data journalism, OSINT, as well as research and investigations undertaken by NGOs, civil society, community and activist groups, etc. We seek talks about: - New releases of open source software. Introduce a new tool or infrastructure about knowledge production or management. We appreciate context about the project, at the crossroads of open source software and open science. - Present and/or ask for feedback onopen technology stacksused in a knowledge creation or production project (research, journalistic inquiry, archive creation or publication…) which collects, analyses, treats, documents, visualizes, and/or shares data. - Discusstool design and implementationthat enhance the understanding and literacy of inquiry outputs: data visualisation techniques and issues, knowledge access and exploration means. E.g., how to hold an algorithm accountable to social scientists; how to foster better reproducibility and interoperability thanks to FLOSS; or how to cope with biases of a chart for a data journalist. - Contribute to the debate aboutbridging tech culture with research and investigative environments(data journalism, investigative journalism, activism and academia), including tips and best practices for navigating tensions, as well as the contribution of the open source movement to research and investigations sustainability through organizational hosting, funding for projects, support and maintenance, etc.) - Share your experience about building open source devices or communities across a variety of research and investigative contexts. We welcome talks from various research and investigative contexts: research labs, libraries, newsrooms, museums, hackerspaces, maker labs, community and activist groups. We welcome your experience on various topics: open science, open data, commons, research on research, sustainability... Any subjects related to open source technologies in research contexts are welcome even if not in this list. You will find a summary of what happened in our devroom the first two years in this blog post:https://reticular.hypotheses.org/1825 Event and talks format Our devroom is split into 6 hours of physical talks (in Bruxelles) and about 2h of online talks (pre-recorded). 1. Talks - Physical talkswill last25 minutes max, followed by 5 minutes for questions and changing speaker. A 20/10 split also works. - Physical lightning talkswill last15 minutes maxor a bit less if you want room for questions. - Online talksconsist of a pre-recorded video of19 minutes max, followed by 5-10 minutes of online Q&A. - Online lightning talksconsist of a pre-recorded video of14 minutes maxor a bit less if you want room for online Q&A. Talks have to bein Englishand will be recorded (including the live Q&A for online talks) and later on published under Creative Commons CC-BY licence on the[FOSDEM video recordings archive](https://video.fosdem.org/). The FOSDEM's online platform allows the speakers of online talks to stay in their virtual room and chat with the audience while the following talk starts. 2. Event format The FOSDEM will bephysicalthis year (in Bruxelles), but we reserved 1/4 of our time to online talks. The physical talks can be seen online via a stream, but the speakers will not take questions from the online audience (and there is some lag). The online talks will not be broadcasted in our physical room because another devroom needs it. It can be watched on an individual basis from anywhere, but we may obtain a dedicated room to watch it together somewhere else. This will be addressed when we get closer to the event. HOW TO SUBMIT 1. Important dates: - Proposal Deadline:4th Dec2022 23:59 CET - Accepted talk announced: 15th Dec 2022 at the latest - Conference: 4th Feb 2022morning + afternoon - Submit early if you can, as we will evaluate the proposals as they come because of the very tight schedule 2. Submissions must include: - Abstract - Session type(Lecture or Lightning Talk) - Expected prior knowledge / intended audience - Speaker bio - Links to code / slides / material for the talk(optional) - Links to previous talks by the speaker(optional) To get inspired on possible abstracts style, length and format, you can read previous edition talks on FOSDEM archives: - [Open Research @ FOSDEM 2022](https://archive.fosdem.org/2022/schedule/track/open_research_tools_an… - [Open Research @ FOSDEM 2021](https://archive.fosdem.org/2021/schedule/track/open_research_tools_an… - [Open Research @ FOSDEM 2020](https://archive.fosdem.org/2020/schedule/track/open_research_tools_an… 3. Pentabarf tips (submission system) Submission process is managed in the Pentabarf system used by the FOSDEM conference. Apply for a talk:https://penta.fosdem.org/submission/FOSDEM23 By submitting your recorded talk you agree to have it made available publicly... forever. When submitting your talk in Pentabarf, make sure to select the ‘Open Research Tools and Technologies Devroom’ as the ‘Track’. If you already have a Pentabarf account from a previous FOSDEM event, please reuse it. Create an account if, and only if, you don’t have one from a previous year. If you have any issues with Pentabarf, do not despair: contact us atresearch-devroom-manager[at]fosdem.org. Follow us[on Twitter (@FosdemResearch)](https://twitter.com/FosdemResearch)or[on Mastodon (@FosdemResearch@fosstodon.org)](https://fosstodon.org/web/@FosdemResearch)for updates and announcements. The Open Research Technologies devroom The Open Research Technologies devroom addresses[FLOSS](https://www.gnu.org/philosophy/floss-and-foss.en.html)deve… in a broad community concerned with research production and curation: scientists, engineers, journalists, archivists, curators, activists. The tools and technologies targeted are typically creating, handling or sharing knowledge artifacts: data, academic papers, books, collections, web contents, algorithms, artworks. This devroom provides a place and time to discuss the issues related to the creation and usage of open research technologies, with the ambition to foster discussions between designers, developers and users, bridging multiple knowledge-based communities together, and with the broader FLOSS community. The Open Research Technologies devroom aims to: - Allow knowledge-based tool developers to publicize their effort and become aware of other FLOSS projects. - Facilitate the pooling of coding efforts on (often poorly funded) tools. - Create a network where otherwise isolated developers, research engineers can share common FLOSS concerns. - Provide social recognition for people who work in fields where designing and developing tools is less considered than usual outcomes (e.g. not publishing papers in research, not writing investigation in data journalism, etc). For more content information, you can also read about the[state of the conversation](https://reticular.hypotheses.org/1825)in the devroom in 2020-2021. What is the FOSDEM?
